Uniting for Ukraine (U4U): How the Sponsor-Based Parole Works

What it is.

Uniting for Ukraine creates a streamlined, sponsor-driven pathway for eligible Ukrainians and certain family members to travel to the U.S. and request discretionary humanitarian parole. Parole is temporary permission to enter and stay; it is not a green card or refugee status.

Who’s eligible.

Ukrainian nationals (and qualifying immediate family) outside the U.S. may participate if a U.S.-based supporter is vetted and confirmed, the beneficiary clears security checks, holds a valid passport, and meets vaccination and other health requirements. Each person needs a separate filing.

How it works (steps).

  1. A supporter submits Form I-134A online to USCIS and undergoes vetting and financial review.
  2. Once confirmed, the beneficiary creates a USCIS account, verifies biographic data, and completes required attestations.
  3. If authorized, CBP issues advance travel authorization (often managed via CBP One), allowing the beneficiary to fly to a designated U.S. airport for inspection and parole.

After arrival.

Parole is typically time-limited (commonly up to two years in earlier phases). Parolees can apply for work authorization by filing Form I-765 and may pursue other options—e.g., TPS, asylum, family- or employment-based avenues—if eligible.

The supporter’s role.

Supporters (individuals, households, or organizations) attest to financial support and help with housing, basic needs, medical access, and integration. Multiple supporters may combine resources, but each beneficiary requires its own I-134A.

Key cautions.

  • Policies, forms, and eligibility change. Always rely on the USCIS U4U page and DHS process updates before filing or traveling.
  • Parole can expire or be terminated; plan a long-term status strategy early.
  • Do not attempt irregular border crossings; use authorized travel only.
