On 9/2/09 DHS and DOS announced that senior officials on the United States-Mexico High-Level Consultative Commission on Telecommunications (HLCC) have signed a bilateral telecommunications agreement to support a new cross border communications network for public safety and law enforcement organizations focused on strengthening border security. The United States and Mexico have reached agreement on a new plan to control the flow of illegal border crossings while also allowing migrants to enter the U.S. on humanitarian grounds. Under the plan, the United States will accept migrants from Cuba, Haiti, Nicaragua and Venezuela as part of a humanitarian parole program.
