The ACLU and other groups asked the federal district court in San Francisco to block the rule, saying the policy breaks restriction on asylum. It expired at midnight Thursday due to the termination of the national COVID-19 public health emergency. In practice, the rule will disqualify most non-Mexican migrants from asylum. Those who attempt to re-enter the country illegally could face criminal charges, the Biden administration has warned.
