Cuba agreed to accept U.S. deportation flights that carry Cubans apprehended at the U.S.-Mexico border crossing
ICE has about a dozen Cubans in custody which have failed an initial screening for asylum at the border.
The agency is waiting until they have enough Cuban deportees to send on a plane to Havana.
